ESP Specialist-Land Acquisition and Resettlement

Job Description

Position Objective:

The  ESP Specialist (Land Acquisition and Resettlement), under the supervision of the Project Manager – Transmission Lines (or the Environmental Coordinator, as designated), is responsible for assisting in providing technical input to ensure the environmental and social performance of all Compact funded activities. This involves assisting the Project Manager in ensuring compliance of the Program activities with relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability.

Duties and Responsibilities:

Operations

  • Engage MCA-Nepal Staff, MCC Staff, and other government counterparts to effectively integrate environmental and social considerations into project planning, development, and implementation, including Terms of Reference, work plans, designs, supervision contracts, budgets, timelines, and monitoring mechanisms.  
  • Coordinate closely with all MCA-Nepal Staff in the project team and government counterparts to ensure proper oversight of the implementation of all Compact-funded activities, including participating in field missions.
  • Work as Officer for Preliminary Action to lead the Transmission Line land acquisition process for tower footprints and easement areas complying relevant rules and regulations of Nepal as well as IFC standards. This requires close coordination with the TL RAP consultants, reviewing and supervising the work programs.
  • Led coordination with TL RAP/LRP Consultant and the Project Affected Persons (PAPs) to prepare and implement the resettlement and livelihood restoration plans for the affected PAPs.
  • Provide ESP-related support to Project Manager - Transmission lines for activities related to land acquisition and resettlement. The ESP Specialist - Land Acquisition and Resettlement shall be responsible for acquiring required lands for the TL alignment as per Land Acquisition act, 1977 of Nepal complying with IFC PS 5.
  • Overseeing contractors’ work on implementation of RAPs and LRPs including other resettlement activities.

Planning

  • Develop and/or review, with guidance from the Quality Assurance Managers (Environmental, Health & Safety  and, Social Inclusion and Resettlement) of ESP documents including, but not limited to, Environmental and Social Management System, Environmental and Social Impact Assessments (EIA/ESIA) and Management Plans, Resettlement Action Plans, Stakeholder Engagement Plans, etc., and under the guidance of the Project Manager, ensure the dissemination and implementation of these tools to improve environmental and social performance on Compact activities.

Monitoring & Evaluation

  • Monitor the adherence of the project team and implementing partners to ESP plans and schedules across different project stages, to ensure efficient implementation of ESP elements and strengthen the quality of ESP outputs.
  • Maintains documentation and databases related to ESP information to support reporting and communications activities.
Job Specification
  • Bachelors’ Degree (Required) and Advanced (Master’s Degree or higher preferred) from a recognized institution in the following or equivalent fields: Natural or Social Science, Sociology, Social Work, Community Development, Development Economics, Political Science, Environmental Science, Environmental Studies, Environmental Engineering, Environmental Planning, Environmental Management;
  • At least 5 years’ experience managing RAP programs and participating in land acquisition, compensation distribution, rehabilitation, and resettlement planning and implementation associated with major construction 
  • Familiarity with international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability, projects of a similar nature (linear projects).
  • Prior experience in Transmission Line land acquisition following IFC standards will add weightage to the CV.
  • Prior experience in Transmission Line land acquisition following IFC standards will add weightage to the CV.
  • Prior experience in Transmission Line land acquisition as Officer for Preliminary Action as per the Land Acquisition Act, 2034 of Nepal will add weightage to the CV.
