  Job Description:

1. Strategic Leadership & Programme Management

  • Provide overall strategic direction and leadership for PSP implementation.
  • Support effective planning, execution, and monitoring of programme activities.
  • Ensure alignment of provincial initiatives with federal policies and legal frameworks.

2. Governance & Policy Reform

  • Lead technical advisory support for governance reforms at provincial level.
  • Strengthen institutional frameworks, systems, and public administration processes.
  • Support development and implementation of evidence-based policies.

3. Intergovernmental Coordination

  • Facilitate coordination between provincial ministries, local governments, and federal agencies.
  • Promote effective collaboration for coherent policy implementation and service delivery.
  • Act as a key liaison among government stakeholders and development partners.

4. Institutional Strengthening

  • Support capacity development of provincial institutions and public sector bodies.
  • Improve administrative systems including HR, finance, and governance structures.
  • Enhance accountability, transparency, and public service efficiency.

5. Project Oversight & Partner Management

  • Manage relationships with implementing partners and stakeholders.
  • Oversee technical quality of programme interventions.
  • Ensure compliance with donor and organisational requirements.

6. Inclusion & Social Development

  • Integrate gender equality, social inclusion (GESI), and poverty reduction principles into all interventions.
  • Promote inclusive governance practices at provincial and local levels.
Required Knowledge, Skills, and Abilities

1. Educational Qualification

  • Master’s degree in one or more of the following or related fields:
    • Public Administration
    • Public Policy
    • Political Science
    • Law
    • Development Studies
    • Other relevant social sciences or governance-related disciplines

2. Professional Experience

  • Minimum 7 years of progressive experience in:
    • Governance reform
    • Public administration
    • Policy analysis
    • Institutional strengthening
  • At least 3 years of experience in managerial/leadership roles, including:
    • Human resources management
    • Finance and administrative oversight
    • Partner/stakeholder management
  • Proven experience working with:
    • Provincial or federal government institutions in Nepal
    • Policy reform, planning, or public service delivery improvement projects
    • Development programmes or donor-funded projects (preferred)

3. Core Competencies / Skills

  • Strong understanding of federalism and intergovernmental relations
  • Policy analysis, development, and reform expertise
  • Programme planning, implementation, and management
  • Strategic leadership and decision-making ability
  • Stakeholder coordination and partnership management
  • Strong analytical, reporting, and communication skills
  • Ability to work in complex governance environments

  • Strong policy advisory experience at senior government level
Education + Experience
  • Master's degree in Public Administration, Public Policy, Political Science, Law, Development Studies, or related field.
  • Minimum 7 years of progressive experience in governance reform, public administration, policy analysis, or institutional strengthening.
  • At least 3 years of experience managing HR, finance, administration, and partner relations.
  • Experience working with provincial or federal governments.
